How to Evaluate the Sharing Effects of Open Educational Resource Projects: An Openness Maturity Anazes the driving mode of OERs development and promotion approaches of OER transmission. The characteristics of OERs are usability, reachability, scalability, and stickiness. Based on this, a framework of openness maturity of OERs projects, which provides a framework for analyzing the promotion and circulation of OERs, is proposed.
