The Scaling Properties of the Turbulent Wind Using Empirical Mode Decomposition and Arbitrary Order mploy a Hilbert-based methodology, namely arbitrary-order Hilbert spectral analysis to characterize the intermittent property of the wind speed in a joint amplitudefrequency space. The measured scaling exponents implies intermittent nature of the wind on mesoscales.
