The Influence of the Neutral Wind Field on the Distribution of Ionization in the E-Region shown to be responsible for the production of two layers in a recent experiment. It is suggested that this neutral convergence mechanism may be responsible for the low-altitude layers whose occurrence cannot be predicted by the mechanisms depending solely on vertical shear of the horizontal neutral wind.
