Financial Management and Qualityeen organisations. Both these developments were precursors of the structural changes which occurred at the end of the 1980s. The création of Next Steps agencies with devolved financial responsibilities and later personnel flexibilities (Davies and Willman, 1991) also had repercussions on departments and the central core of government.

Public Service Managerialism: A Review and Evaluationernment would seek-to reverse the changes which have taken place. If anything, there appears to be a new political consensus emerging on the r?le of the state, its organisation and the ways in which it is managed. Speaking of the ‘new public management’ (NPM), for example, the Head of the Home Civil Service has claimed (Butler, 1992, paras 22–3).
