Welcome to Britain?,etary, David Blunkett (who had introduced the idea of citizenship ceremonies) and Prince Charles were present at the first ceremony which created 19 new citizens. At the ceremony, Blunkett said:.Prince Charles added:.These statements reflect two potentially contradictory elements of the ceremonies.
