Measurement of factors influencing industrial location, is developed. The proposition that a significant proportion of manufacturing firms in the U.S. has located systematically, and therefore is not ‘footloose,’ is tested using this measure of randomness. Measures of the various factor orientations of industries are then developed for use in explaining

Variations of the measure with size of employment concentration and between urban and rural regions are then discussed.
