IFIP TC3 Lifelong Learning Position Paper,(community related). The role of ICT is one of empowerment, enhancement of creativity and support. Lifelong Learning is demand driven, flexible learning that will force educational institutions to change. In this special attention should be given to the relevance of Lifelong Learning for countries with emerging knowledge intensive economies.

Examples and advantages of Continuous Education by means of Videoconference Technologies,ns organizational and technological details, problems and advantages of videoconference supported summer schools. The second experience is based on periodic tutorials, scheduled on local TV and accompanied by videoconference supported workshops for the same learning community.

Evaluating electronic learning environments from a Lifelong Learning perspective,ual requirements rather than by formal structures. This paper examines the extent to which the quality of electronic environments designed specifically for this type of learning should be judged according to the same criteria and parameters that we customarily use in evaluating face-to-face teaching.

Developing ICT-rich lifelong learning opportunities through EU-projects,ple courses developed under Phare Multi-country Programme in Distance Education, Leonardo da Vinci and Socrates Programmes are presented. The opportunity for offering the developed courses for lifelong learners is discussed and example failure factors are presented.
