Reconceptualising Government in the New E-Ranging though this may be, if Web technology is to be exploited fully and citizens’ needs fulfilled, we conclude that government must acknowledge and seek to harness both tacit and phenomenological knowledge, requiring a fundamental rethink of the form of knowledge being collected, codified, transferred and applied.
