Flood Management Policy in Shiga Prefecture, Japan: Implementation Approach of a Risk-Based Flood Mad conservation of traditional flood control facilities, including flood prevention forests, open levees, and ring levees. Such traditional facilities are highly functional as green infrastructure because they are focused not only on disasters but also on a daily basis in order to wisely utilize local ecosystem service.
