Conclusions and Recommendations,dia (1894–9), colonial secretary (1905–8): surely Elgin should be represented ? All others of its alumni who became proconsuls of the empire are honoured there. The omission of Elgin is hardly accidental. His reputation has suffered a total eclipse.

The conference was held at the colonial office from 15 April to 14 May 1907, sitting on three days a week. It was the last one to be called ‘colonial’ rather than ‘imperial’.
