For the case if the Heuristics . and . are true for an arbitrary start time of the machine, we develop an efficient PSC-algorithm. For the opposite case, this PSC-algorithm is an efficient approximation algorithm for the problem solving.

If the sufficient signs of optimality are satisfied at each iteration then the algorithm becomes exact. We present the empirical properties of the PSC-algorithm on the basis of statistical studies.
