Fortschreitende Wellen und Strahlungnal Agency for Evaluation of Universities, established in 2011, has come to play. Given the weakness of the ministerial bureaucracy and its inability to steer the university system, this Agency in a sense has become the real systemic policy-maker

The Unintended Consequences of University Governance Reformszation. The following reasons for the emergence of these unintended consequences are then discussed: the specific nature of universities and their functioning; the organizational complexity due to the plurality of functions entrusted to universities; and the marked diversity of HE institutions.

From the Post-Second World War Period to the 1980 Modernization Lawring this period, the political debate over the university system became radicalized in ideological terms: in particular, the idea that this system necessarily has to be homogeneous and capable of offering students exactly the same ‘services’ throughout the country became a sort of taboo.
