Problems related to the further understanding of excitation mechanisms in the low-energy region are discussed.

Projectile Ionization and Capture Reactions in Ion-Atom Collisions atoms and molecules at relative energies of 1–500 MeV/.. Experimental data and theoretical methods for estimation of the corresponding charge-changing cross sections in this energy range are discussed. Recently measured beam lifetimes of stored heavy ions are compared with theoretical predictions.
