Every metal has electrical conductivity, and even every insulator has some electrical conductivity. Yet superconductivity occurs only under certain conditions involving not only the conduction electrons but mostly the valence electrons.

Anat Biran,Ziv Porat,Valery Krizhanovskyld ., and current .. A surface in this space . defines the boundary between resistive and nonresistive (superconducting) behavior. The optimum solution to the magnet system design problem will lie on this surface for a material chosen with regard to the other variables of cost, strength, weight, etc.
