Zoning and Its Impacts on Governancere complex. This has led to a new institutional and legal arrangement for the Tonle Sap management, some of which compete, conflict, and overlap, indicating that sound environmental management and good governance cannot be guaranteed. The current governance raises more concerns than prospective.

The interaction between groundwater and surface water in the lake basin may occur in different conditions and be controlled by factors such as a river, river water level, hydraulic conductivity and its distribution, and adjacent groundwater hydraulic head.
