The Content Pipeline Tool,uld define each animation frame‘s position and dimensions on the sprite sheet. As it is right now, that information is defined in the code, so modifying a sprite sheet may require code changes. If you moved the animation details into the Content Pipeline Tool, artists would then be able to change animations without changing any code.
